Who are the Civilians?

Vega took 150 years in total to colonize to its current population of 500 million people, and that long journey was built on the backs of the citizenry.  From the first terraforming engineers, to the soldiers, to the merchants and farmers who immigrated to Vega, this system feels truly theirs, like a frontier that they won through hard work.  For that reason, on top of all of the other injustices Sin had wrought, for many people, seeing her seize upon their decades of work has been the most insulting.

Life as a citizen of Vega has gone from being merely difficult to downright cruel over the past 8 years.  The Folk, who are the lower to middle class people make up the vast majority of the people in Vega, have seen their livelihoods deteriorate considerably.  While the class difference between the Folk and the Gentry was noticeable before, under the rule of Sin, it has become downright criminal how much authority and advantage the Gentry have over the Folk. 

One example of this tyranny is in education.  A majority of children of Vega do not go to school - what was once a universal right has become more of a Gentry-class privilege.  Some children are orphans, who are either already at the Orphan Farms or are evading them.  Other children do not go to school because they are needed at home to make money or care for siblings, while the families of gifted children will not allow the child to go to school because it is common practice for school administrators to 'sell out' talented students to the government, causing them to be taken from their families and processed through intensive government training and indoctrination.  Many children instead learn trades from local workers, and learn how to read, write, and do math in the evenings in a community setting.  Despite this, the middle class is suffering because their children are not educated enough to compete with Gentry children for jobs and wealth, which makes the class difference that much starker. 

Of course, class divisions don't end at education.  Folk suffer from a worse quality of life due to the government not providing their towns proper infrastructure, from lack of food, steep costs of medicine, and sometimes from straight-out abuse by the Gentry who own power over their homeland.  Voting is a farce - everything about their lives are being decided by Sin's administrators and by the Gentry.  Eventually, their lots would be no better than that of cattle.

All of this pain and suffering has lead to a group of young leaders rising up from the citizenry and becoming champions for the Resistance.  Dock workers, homemakers, cooks, and other people from all walks of life had decided that they have had enough of being kicked around, and at the risk of their own lives, have started crusading against Sin.  While the consequences to being caught are often fatal, the people are not quitting, and perhaps just need a galvanizing force to really rise up together as one.

Civilians are a diverse class, and can fall into any combination of the following Affiliations:

Resistance:  People who have banded together to combat against the reign of Sin, undermining her rule through attacks, infiltrations, theft, and assassination.  Resistance members come in various degrees of ruthlessness, and many of them share different ideas of how Vega should be ruled.  Some Resistance members believe that Phoebe is alive, and should be returned to the throne, while others have given up on Phoebe and the Revolutionary Senshi and think all monarchs should be overthrown. 

Imperialist:  These people, who include most of the Gentry class, support Sin's regime.  Many support Sin because she enables the Gentry and the other people who work for her to exercise power and control over the common people.  There are a considerable number of people who are Imperialists out of fear moreso than loyalty - they believe that life will be safer for themselves and their families if they vow loyalty to Sin. 

Pirates: Rogues who live outside of the law, pirates may be forces of good in Vega, acting like Robin Hoods who steal from the Gentry for the benefit of the people (and for themselves).  There are also sinister pirates who care for nothing but themselves, and some who even enjoy inciting riots and chaos.  A third class of rogues, bounty hunters, are mercenaries employed to hunt down other people - some bounty hunters are hired by Imperialists, some are hired by Resistance, and some don't care as long as they make money.

Alien:  A person who is not of Sol Human heritage who was living on Vega when the Tachyon Web went up, effectively stranding them away from their own people.  Because Vega was destined to be a large trade center between humans and other races, peoples from all over the galaxy were coming to Vega to set up businesses.  Isolated from their own kind, aliens are in even more pain than most citizens of Vega, because Sin's regime actively discriminates against them and the people are sometimes terrorized by her forces.   


Where is the line between being considered a Folk and being considered a Gentry?

There is no clear line - not all people with power in Sin's regime are wealthy, while not all wealthy people possess the political power and influence associated with being true Gentry.  The common perception of the Gentry, by the Folk, is that of a rich person who uses their power to subjugate the poor.  Gentry, however, have stricter rules of who they consider to be 'in' or not, and there are many cases in the past few years of Gentry families ganging up on a rival family, and driving that family to the dirt, either by financially ruining them or by framing them as traitors. 

There are cruel Folk, and there are kind Gentry.  However, the tide is so biased in favor of the Gentry and against the Folk that it is so difficult for the common person to consider the Gentry with any kind of sympathetic regard.  Even a Gentry who donates to the Resistance cause may not necessarily get praise for it, so deep is the resentment towards them. 

What kind of special abilities might a citizen character have?

First off, if the civilian is of an alien race, then he/she might have supernatural traits tied to that people.  If we are talking about human citizens, there are still some possibilities for supernatural abilities.  ESP, which is a phenomenon that has existed since Tsukino Usagi's time, still persists to this day.  Ordinary people may find themselves gifted with psychometry, pyrokinesis, telekinesis, or any other diverse assortment of ESP skills.  People with ESP express it in only one way - so a person has telekinesis, or they have telepathy, but not both. 

Additionally, the civilian may have a mastery in some kind of skill, trade, or weapon.  They might be the given expert in their field in the Vegan system.
