The people of Vega never asked for the rule of Sin, and certainly among the Folk, she represents the unprecedented corruption, poverty, and injustice forced upon the people.  But Vega was built on the backs of the Folk, who worked for years to terraform the planets correctly, and who came to Vega in the interest of building new livelihoods for themselves.  So of course there are people who want to fight and take control back from Sin and her regime. 

Virtually every region in Vega has some degree of Resistance presence.  The success of the Resistance in the area depends on a variety of factors, but there is no known situation in which the Resistance operates openly.  Anybody caught participating in a Resistance activity, or even suspected of Resistance involvement, are immediately arrested as traitors to the state.  The punishments vary from region to region, but brutality towards the suspects is nearly always a constant, and there have been many families torn apart due to the harsh anti-traitor laws. 

Despite the high risk, many people feel like they have no choice but to fight.  They believe that if Sin was allowed to continue unchallenged, then their children would have no future, and that Vega would be driven to complete self-annihilation.  Resistance fighters come in many varieties, with different worldviews.  Some believe in pacifist methodologies, like causing damage via hacking and sabotage, while others are ruthless and aim to cut down as many Imperialists as possible.  Some Resistance members believe that Princess Phoebe and her Senshi are alive and will save everyone, while other Resistance members would be furious at the Revolutionary Senshi, believing that they abandoned their duty to the Vegan citizenry. 

The Resistance movement may be known by different names in different regions.  One of the most successful sects is called S-cubed (Society of St. Serenity), which enjoys some buy-in from anonymous Gentry funders.  Within a given region, the leader of the Resistance efforts in that area is simply called the Resistance Leader, and she is in charge of strategy, recruitment, and managing the cell's resources.  There is rumored to be a central leadership core for the Resistance movement, but nobody knows who is in charge, or where they are located. 


People take the side of Sin's government for a variety of reasons.  The Gentry class gained a lot of wealth and power when she took the throne, and many in that upper class will fight to keep their affluence strong.  Corruption is rampant, so the system benefits politicians and profiteers with underhanded ways, and so they want to keep the system as is.  Sin also stands in opposition to the traditional rule of the Imperial Serenity line, so people with grudges against that ruling family and that form of government may support Sin, who betrayed the Serenity family.  There are populations in Vega who were convinced that the child princess Phoebe would rule Vega as a mere colony of Sol, as opposed to its own government, and so they were fine with disposing her in favor of a stronger queen.

Last of all, some people honestly believe in Sin's vision of a utopic society, and they believe that they are helping move humanity towards that end.  They believe that a future where everyone is a cyborg will lead to a future without greed, starvation, prejudice, and vice, and don't understand why people would object to having inorganic, yet immortal bodies.  There are people who have volunteered to become Coppelia out of a desire to escape the bodies and lives they were born into, and are grateful to Sin for the opportunity to be 'reborn'. 

In addition to having volunteers and voluntary supporters, there are a great number of people coerced into supporting the reign of Sin.  Gentry who are suspected of being traitors may sign a contract of loyalty, constricting their mobility.  Folk may be too terrified to join, or even harbor, Resistance movements, and there are quite a few stories of Folk villages selling out their local Resistance cell in order to protect themselves.  Finally, brainwashing and indoctrination are used to force people to serve Sin.  The brightest children are often whisked away from their parents and put into a government-sponsored school, producing the scientists and thinkers who fuel Sins' grand designs.  Felons, traitors, orphans, and indebted persons are sometimes abducted by the government and manufactured into the obedient Coppelia who police Sin's empire.

Pirates and Bounty Hunters:

Ever since Sin has taken the throne, her attention has been on controlling the planets and the general populations of people.  With policing efforts focused planet-side, regulation and control of outer space, particularly the various trading routes between the planets, has loosened somewhat and allowed for a pirating culture to blossom. 

Pirates, sometimes also referred to as raiders, are bands of vagabonds who rely on black market dealings and under-the-table deals as their primary source of income.  Pirate groups each operate under different methods and morals.  Some pirate groups are no more than ten people, while others are organized conglomerates of hundreds of pirates.  Pirates are by definition on the wrong side of the law, but some groups go out of their way to antagonize the government by killing people, robbing government supply freights, or cause general chaos in other ways.  The pirates with longer life expectancy are ones who are a bit more discreet in their targets, and avoid openly killing people.

As a result of the rise in piracy and Resistance action, bounty hunters are also booming in Vega, both in number and in popularity. The government has a list of most-wanted fugitives which bounty hunters can take on, and for a successful capture, the government will offer a tidy sum.  Bounty hunters can also be commissioned for private marks.  Unlike pirates, bounty hunters tend to work independently, usually with personal starships.  The government sponsors a television and radio program announcing the hottest bounties out there now, shows footage of the best take-downs of the week, and sometimes interviews with star bounty hunters, who enjoy a fair bit of celebrity and fangirling.


Unlike the other affiliations, being an alien is something you are born into rather than something you choose.  Humans are among the newest known people in the Milky Way galaxy, but for centuries before humans achieved interstellar flight, a number of other societies built up, flourished, and interacted with each other.  While most groups of people tend to live their lives around their home star, there are other adventurous merchants, engineers, and pirates who make lives for themselves on the planets of other peoples. 

Vega, while it was being built and governed by Humans, was always destined to be a great inter-galactic trade center.  This drew non-humans from all over the galaxy who thought they could make a tidy living as merchants or workers, or who simply wanted to settle on a new land.  Assuming their paperwork was in order, aliens were able to enjoy all of the social and legal benefits of citizenry, and had a bright future ahead of them.

However, eight years ago when Sin conquered Vega, she also put up the Tachyon Web, which prevented transportation and communication into and out of Vega.  Because of this, nearly five million non-human settlers became stranded on Vega.  Worse, under the regime of Sin, aliens are suffering from a loss of basic civil rights, are the targets of hate crimes, and feel ostracized from society.  Those who can try to disguise themselves as humans to get by, but many cannot, and suffer all the more for it.

Aliens can be commoners, fugitives, ambassadors, or even royalty who were trapped on Vega eight years ago.  The only limitation on aliens now is that they cannot be Senshi from their native stars - so no Sailor Star Senshi from Kinmoku.  This may change in the future if we fill out the current cast of available Senshi.

In Arcadia, we include all of the alien races mentioned in the Sailor Moon anime and manga canon, including the Mau, the Makaiju, and the Kinmoku.  We are open for taking on new alien species as well, such as the Yipyipyip - a race of dog people from Sirius (of course).  We can flesh out existing groups and new groups as we go along.
